Maine was the only state to approve igaming legislation during 2025, with the measure set to enter into force in early 2026. State authorities crack down on illegal gambling Regulators and lawmakers also intensified efforts targeting illegal gambling activity over the course of the year. Authorities in 16 states took action against prediction market platforms offering sports event contracts via cease-and-desist orders, lawsuits and regulatory guidance. California, Connecticut, Montana, New Jersey and New York passed legislation explicitly prohibiting sweepstakes gaming platforms that mimic online casino or sportsbook products. At the same time, regulators in Florida, Michigan, Mississippi and Tennessee continued enforcement efforts against offshore gaming operators and unlicensed betting activity. MotorCity Casino accounted for 29 per cent, generating $34.1 million, an increase of 3.2 per cent, while Hollywood Casino at Greektown made up 22 per cent with $25.5 million, up 0.8 per cent. As per the report, the casinos remitted $9.6 million in state gaming taxes, up from $8.9 million in April 2025. They also submitted $14.0 million in wagering taxes and development agreement payments to the City of Detroit. The retail sports betting handle reached $8.7 million, with total gross receipts amounting to $868,546. Qualified adjusted gross receipts (QAGR) totaled $837,397, reflecting an increase of $520,859 from April 2025 and a 3.3 per cent rise from March 2026. The casinos paid $31,654 in state taxes and contributed $38,688 in wagering taxes to the City of Detroit.
